Commercial Contractor on James Island, SC

James Island's commercial spine is Folly Road. Shopping centers, single-tenant retail buildings, offices and churches line it, with more tucked along the side roads. On the island and around Charleston, 3 Rivers Commercial Construction renovates, builds out and builds new commercial space for owners, tenants, landlords and church boards, working as a commercial general contractor.

Three jurisdictions on one island

This is the first thing to sort out on any James Island project. The island is split between the Town of James Island, the City of Charleston and unincorporated Charleston County, and neighboring parcels can land in different ones. Since May 1, 2026, the Town handles new building permits and inspections for addresses inside Town limits, through its contracted building-services provider, while projects already open with Charleston County stay with the County. City of Charleston parcels on the island permit with the City, and unincorporated parcels go to Charleston County. We don't assume. The parcel record decides, and your design professional confirms it before plans go in.

Folly Road rules

Inside the Town, the Folly Road Corridor Overlay adds requirements on top of the base zoning along much of Folly Road. The overlay includes a commercial core area meant for more intensive commercial uses, along with vegetated buffers along Folly Road and next to homes. A new building, an addition or site changes are where that matters most. An interior-only refresh of an existing suite usually doesn't touch it, but your architect checks.

What projects tend to involve here

Older retail buildings and suites on the island often need a look at the rooftop unit, the electrical panel and the restroom count before anything else. Flood zone also matters on James Island; the Town took over floodplain management for addresses inside Town limits with its May 1, 2026 switch, and the flood rules can shape what an addition or a ground-floor renovation has to do. That's a call for the design professional and the building department, and we price it once they've made it. See commercial renovation and tenant improvements.

Food and wellness tenants on Folly Road

Folly Road's retail suites can suit restaurants, coffee shops and therapy or wellness offices. For a ground-floor kitchen, the flood-zone question and the hood and grease interceptor tend to drive the plan; for a therapy office, it's sound between rooms and restrooms. Which jurisdiction reviews it still comes first.

More than suite work on James Island

Suite work is common on the island, but it’s not all we do. With our team and trade partners we also put up new buildings, pre-engineered metal buildings included, and take on whole-building remodels, interior build-outs and tenant improvements. On James Island that can mean a retail building, an office, a medical or therapy practice, a gym, a restaurant or coffee shop, a church, or light industrial and flex space where zoning allows. Projects run up to $3 million in total project cost. The structure of a new metal building is designed and sealed by an SC-licensed engineer hired by the owner or supplied by the manufacturer; we don’t design or seal it.

Our work around James Island

We've completed a gym upfit and worked on an entertainment facility, both off Folly Rd.

How we start

Tell us the address and what the space should become. A short set of screening questions comes by email; when the project fits, we schedule a consultation and walk the property. Afterward you'll have three numbers in writing (Low, Mid and High) and a list of what's included, excluded or carried as an allowance. It is not a bid; that comes once drawings and leveled sub pricing exist. More on pre-construction.

Off the island

We also work in West Ashley across the Wappoo Cut, on Johns Island and in downtown Charleston. Those are mostly City of Charleston or county parcels, and again the parcel sets the office.

James Island FAQ

Who issues my building permit on James Island?

It depends on the parcel: the Town of James Island for Town addresses (new permits since May 1, 2026), the City of Charleston for City parcels, or Charleston County for unincorporated parcels and projects already open with the County.

Does the Folly Road overlay apply to an interior renovation?

Usually the overlay is about buildings, buffers and site work. Your design professional confirms with the Town whether your scope is affected.

Do you work on churches on the island?

Yes: renovations, additions and fellowship halls, with a planning range (not a bid) the board can plan from. Details are on the church and community page.

Do you build new on the island?

Yes. For a new building, three things come up early: which of the island’s three jurisdictions has the parcel, whether the Folly Road Corridor Overlay applies inside the Town, and the flood zone.
